Why did Felix get an engineer pit call? That's the lap he was pitting anyway, so why is he on the wrong tyres and fuel?

They were going to retire before pitting. Rosen did not have enough fuel, Cenario's car wear was down to 0. That is why the engineer overrides the manager pit call.

Another info about the engineer: The pink highlight at the Status 2 column shows that the engineer was used at this race, and will not be available for a 2nd time in the race.

It is how the engineer works. It was so in the last season as well. It gives a small punishment to the managers while also saving them from retirement.
