Engine Reliability decrease the chances of failure. Pace-Rev also have an effect. But RNG has a big factor as well. They will be less frequent as the manufacturers improve their engine reliabilities.
Just want to say that I'm very happy to see more retirements and glad that there is RNG involved

Don't want more of my cars to join the long list of retirements as I really need the sponsor, and after the issue and the engineer call I'm not getting better than the last 2 places, so let's break the most pitstops record!
Pit every lap from now for softs and 9l fuel and do a full repair, safe low. Don't fight any car
PS: This "unexpected issue" is 100% RNG, right?

Yes, but it occurs to each drive only ONCE for whole season. Their occurance laps are already decided for each driver. Some of the drivers may not suffer it as they will be already retired in their designated "unexpected issue" laps.

Schumacher - Steady, Low. Use Ability Save Fuel. Pit, add 110 L fuel, Full Car Repair.
Newgarden - Steady, Low. Pit, add 50 L fuel, Full Car Repair.
Lap 2
Both Driver - Aggressive, Medium.
Lap 3 & 4
Both Drivers - Steady, Medium.
