Exactly, it isn't really helping developing teams and just keeps the order at the top very similar.

Wrong. 1973, Shadow is last in the standings, but this season I upgraded the car to 89, so I could make sure I don't go up into tier 2! And we got pushed into tier 3 but this time I felt that was fine. Despite the fact we finished the 1974 season 10th. And yes, after that we still were tier 3.
