Nobody... The numbers only went till Number 23

No.
When doc303 painted the 1994 liveries before the 1994 Season Mod came to F1 2012, the drivers were left unchanged.

I've just installed the 2014 Season Mod on my computer before starting to skin the cars.

On previous pictures you could see that he started working on already modded cars, i think he had the 2014 mod installed.

If it's just possible to move the 2012 cars into this game, both games could get some nice mods

It isn't. The UV layout are not the same. And editing them requires quite a knowledge. As chargingcar said once ago without the xbox one devkit it's not really possible.
