if you got Mods, Just make a save of your game File including mods on the desktop for example.
If you don't got any mods, just go to Mygames in Steam, right click on F1 2013 and check the files of the game. It will automatically download all the missing files.
Once it's done, if you got Mods, paste your copied game Files on the "new" game folder to get back the mods fully.
Not possible. But I have done that car for f1 2012.
