Open database.bin with
EGO Database Editor

go to f1teams,
column pitstop_highest_range and pitstop_lowest_range; I have set both -0,85 and my pitstop is about 3", if set in the range -0,85 \ -0,99 probably it could be faster, but not yet tested.

So just to clarify, a Negative number in pitstop_lowest_range = faster stop?
And if the number in pitstop_highest_range = mistake probability?

Yes
pitstop_highest_range...........the same number like in lowest_range-perfect stop.If you change the number to higher value than the crew make sometimes mistakes.
Excample: perfect stop under 3sec
lowest_range -0,85
highest_range -0,85
varying stop
lowest -0,85
highest -0,3 or higher

I think that we just need someone who knows it perfectly to go and do it, and post the mod here. With different files for different speeds. I'd prefer closer to 2.3's with the fastest cars and 3.2's for the slower ones. Unless you can take some pictures or make a video tutorial...

NO! Chargingcar, ML, w1n1x they all said pitstop times can't be modified
 
Is There Any different Beetwen Balance ctf. file and Tracks ctf. file?
Balanced ctf file is car's file performance for AI and Tracks ctf file is for player. if you only alter the balanced file and not the tracks ctf file, when you driving the car it won't make any difference when you driving it. but it would make a difference if want to make some AI driver(s) stronger/weaker. alter AI performance + alter balanced ctf = stronger/weaker (result may be vary). but if you want a great performance when you driving a weak car, just alter the tracks ctf files.
