Changing wheel color can only be done on certain cars unless you modify a game file, which make it to where you can't race it online afterwards. There are some cars though that allow you to change the wheel color by putting a line in the ini file you create for the skin that is something like: wheelcolor=1 with the 1 being any number from 1 to 6 I believe.

I tried to change the colour with this command but it didn't work, the game generated an error file.

I made some changes and this will be the final version, when i can test it up i will upload.

I think perhaps when you updated the file you neglected to include the .ini file. This skin is not working for me.
