I just removed the skin from my game, downloaded it again, and reinstalled the new download. Its working fine for me. I can't think of why you would be having a problem with it except that maybe you should check that the directory structure is correct and its installed to your user/My Documents/Simbin/Race07/custom skins/ directory correctly. If your still having a problem let me know and if anyone else is experiencing issue or not could I get some feedback.

EDIT: Just had a buddy download and install it and he says its fine so you might have have a problem with where you put it or your settings. Keep me posted.
