Impossible in F1 2013, maybe F1 2012.

yeah, you can do at f1 2012, but if you uplod to f1 mod, you have to upload all files at cars/...2

-15000 RPM
-15 leds instead of 12 on the wheel
-8 speed gearbox
-lower downforce (slower in corners, a bit faster in straights)
Which things can be done?

To Lower Downforce, Decrease the values in the Columns # 5-8 and 14-17
To Increase straight speed Decrease the values of Columns # 3-4, 20 and 22 in CTF files
