There is a mod, just download the F1 2012 mod, and put it in the 2013 game. Well, you need to have the "HOckenheim Istanbul Valencia mod installed

i tried to mod car liveries and it is working but when i try it with helmets the downloaded helmets don show up

Nah, I mean, like, the actual programming. Right now it seems like we're all just editing database files and such, which severely limits what we can do. I guess there isn't any way to get to the source.
