Generally, hell no. You won't get the game any quicker, usually not even cheaper or with any substantial bonus content. All you do is buy a bag, without knowing what's in the bag.
Also, maybe some do it because they want to show they are "loyal fans" of some franchise? So they can boast about it later, how they pre-ordered and are true fans supporting the developer.
Although, with Steam Refunds, there is really no risk. So if you see a good offer, (for example Steam summer sale) you can get it for discount, then refund if it's crap.
