Tiers probably. Tyrrell is Tier 2, and March Tier 3, so that's where the decision was probably made. Jody was bidded for by two Tier 1 teams, which is why there was the bidding war.

However, that is just a guess, I don't know the answer.

I think he said at some point that his manager isn't built for more than 10 teams and that even 12 was pushing it

A Driver will always prefer longer contracts and will always prefer Tier 1 Teams. So if a Tier1 team offers him a 2-years-contract and a Tier3 team offers him a 3-years-contract, he'll choose to sign for the back-marker team. But if a Tier2 team offers him 2 years and a Tier3 team also offers him 2 years. He'll choose the Tier2 team.

As no one signed them this season, Clay Regazzoni 39 years old and Chris Amon 35 years old have both decided to retire.

As he became one of the Arrows' owners, Jackie Oliver, 36 years old, has decided to retire from racing.
