Dunno, I'm not convinced we'll even have a pre-order period now. My guess is that we're just heading straight for release. I don't know how that would affect the Spa DLC being made free for pre-orderererererers, but maybe that was the 'something special' that Kunos would give us after the pre-order was torpedoed; Spa for everyone?

The above is pure guesswork on my part of course - in a vacuum you manufacture your own news to avoid going mental
