But paragraph 48 of the regulations says it's 2 wheels, SUBJECT to revision in the Briefing for the particular event. At Istanbul this was changed to 4 wheels in the briefing pdf document (see comments on track-cutting):

So my question is, will the briefing change it to 4 again? It affects how I will drive the track in practice, and may affect setup as well.

it is always 2 wheels on track. But it always depends the track.
Because Istanbul is such a track that you can cut, the rules were made that almost all the time the car must have it's 4 tires on track (or you can use the curbs, but still keeping the 2 tires on track rule in mind), and never touching the grass so you can cut track.

a drivers (weeds included )
b skinners (winner excluded)
c director (peace included)
d organization (everyone at rd included)

The rules is still to keep two wheels on the track, meaning between the lines or on the curbs. Additionally you may not hit the grass or gravel. So it's just how you define the track that determines whether it's 2 or 4 wheels on track.
