Well, since I released my 1995 Sauber skin, this is what the 1995 CarSet will be:

• rb2 -----> Footwork
• mc2 -----> McLaren
• fe2 -----> Ferrari
• me2 -----> Tyrrell
• lr2 -----> Benetton
• fc2 -----> Jordan
• sa2 -----> Sauber
• tr2 -----> Minardi
• wi2 -----> Williams
• ca2 -----> Ligier
• hr2 -----> Simtek
• ma2 -----> Pacific

And here is the 1995 Williams, permission from @doc303

Unfortunately, I don't intend to buy 2013. That means 2013 version will never come. If all hardware_settings_*.xml are same as 2012, it's not necessary to modify it(I can't check them myself).

f1 2013 doesn't even worth the time honestly. Only the physics is better than this game's. Other than that it s*cks big time. Maybe the next gen f1 2014 will be a awesome product. Who knows.
