Delete the mod file of the Racedepartment GTE/PhillipIsland and the same manifest file.
I had the same problem yesterday...I deleted these files and problem solved!

If you pop in to TeamSpeak at around 19:30 GMT then I will try to help you determine the cause and hopefully resolve the issue, that is unless you find a solution in a meantime.
