When you install a track through Content Manager, CM's default behaviour is to add the files to the existing folder if there is one. This is a GOOD thing because it means you can add files containing additional layouts etc without breaking existing tracks etc.
CM provides the option to "clean install" which deletes the folder first. Since you elected to move the original layout to its own subfolder from 1.1 to 1.2, it's might be worth mentioning for users migrating from earlier than 1.2, they should clean install in CM, or remove the old track first. This isn't a CM problem; users would have the same symptoms if they manually unpacked the archive into their installation folder in Windows, which frankly is probably what most people would do.

It's not a "CSP is still under development" thing. In version 1.1 you had map.png in the track root folder, but when you moved to separate layout folders you didn't move map.png into there (it needs to sit beside the ai and data folders, under both "solitude" and "solitude_low"). Have a look at a Kunos track like ks_vallelunga for an example.
