Formula One has long been keen to explore alternatives to the Interlagos venue following a spate of safety concerns regarding personal attacks experienced by Grand Prix fans and personnel around the circuit perimeter, and the new Ayrton Senna Autodromo has been identified as the key to retaining a Brazilian Grand Prix on the F1 schedule.
So, moving to rio where access to the track goes through multiple Favelas and stray bullets is a good option. Anyway, it was never the intention of both F1 administration neither Brazil GP promoters to move away from São Paulo. International media has fallen pretty hard on another false claim by our president.
Seems more than likely and it will spell the end of a long and impressive history in the sport for the beautiful Interlagos circuit
And I disagree that it is likely, finances look good and they have already started the construction of a whole new paddock area to renew the contract after 2020, and multiple sources from both São Paulo town hall (which owns Interlagos) and the state (which funds most of the construction projects) claim there aren't any foreseeable issues in contract renewal.
On the side of Rio though, there are no investors settled in building the track as of now and the area has been already put on bidding multiple times for building a track, which even had a layout.
Furthermore the area is still owned by Brazil's department of defense (it was a former army base), and it has only been cleared for civillian projects since June 2018. Nobody showed interest in taking any kind of project though.
On another note, moving the brazillian GP from interlagos to there would probably mean an end of interlagos because the manteinance funding of the track comes exclusively because of F1's event. It had already been mentioned once by some politicians (with support from a great part of SP citizens) that the track would be sold to give place to a residential complex.
Not to mention Bolsonaro's announcement mentioned advanced negotiations with F1 bosses from England. Yes, F1 is still owned by liberty since some time ago, from USA, not England.
It doesn't mean bringing a South American GP to rio wouldn't be a bad thing, it means another track I can work on and another great income for Brazil.
Here is the link for those who want a detailed story on what is behind the possible track, use google translate.

I know you guys probably didn't have access to more info because of how the news reached you guys, but please give this a read. That announcement is probably being called back in a few days just like 90% of Bolsonaro's announcements so far.
