I can't figure out how to make the window design link up correctly with the body.

The .ini file should say windows=[filename], right?

Which layers should be made invisible before I flatten image to save as .dds? I understand the names+flags should be moved to the alpha folder.

windows_ext=your file name.dds thats the right ini line.

you have to flatten all layers, on top you go in "layer" and at the very end of the menu list you have " flatten image". as for the Names and flags before flattening the image you make a selection ( aint line ) of your name and then go in channel and fill with the appropriate color the selection, white will make the selected area opaque ( not see thru ) and grey will make it see thru. you do the same with the flags.

With these numbers of subscriptions, for sure there will be 2 divisions racing at same time in different game servers.

The question is... I think the maximum teams/division number is 11 (maybe it is 12) and in the 1st case, we have already 2 teams for reserve.
