why not just saying no refuel if you didn't want any?

I don't want to think about Donald at all for the remainder of the race, which includes calculating exactly when he runs out of fuel. I need more of my focus on the important cars, fighting for 1st and the midfield places, not the car which will finish last.
I thought refuelling to a lower amount would not refuel until it really needs to, like the rules segment I quoted.

Yes there is a slight increase, really low for inters, more effective when going on dry tyres. But all in all, the wrong tyre on mistakes is not a huge factor.
