doesn't always have to be 5%.
If 160l is 100% (for your engine), and you will always burn an integer number of litres per lap, when you scale those burnt litres into %, you won't get an integer number, as such it will be rounded up or rounded down for visuals, while litres will remain constant.
Unless your engine has a 100l fuel tank. Which it doesn't.

A bit confusing I know. Can tell from experience (Spa, Monza)
