Each pitstop repairs a certain amount of damage/wear. It is impossible to repair a very damaged car completely. You can't make a long pitstop for full repairs, but you can pit consecutively to repair serious damage.

You ask this question in the 9th race? There is no specific reason, but there will be a Marketplace item which will allow ultimate pitstops in the next season. (Very long, but completely repairs the car)

Probably to avoid collisions, which are highly likely with overtaking level at very hard.
