The problem was that the AI just can't overtake in Monaco. Normally having different strategies is not a big problem, the drivers with more stops have lighter cars, thus can go faster and pass others to regain positions.if this race is re-run does it mean that Hungary will be changed to a 75% or 100% race to avoid this happening again?

Changing the distance to 100% for Monaco should result in drivers doing 1 or 2 stops, and the 2 stoppers normally should be able to pass the 1 stoppers during their stops. Whether they stay ahead will depend on the gap they can create before doing the 2nd stop.
