That is probably because Kunos harddrive is full again.

I am not even kidding. One time the masterserver at Kunos was not responding and they found out it was because the harddrive was full..

The masterserver have been very flaky for a while now. I assume all resources at Kunos is going into promoting ACC to breathe some life into that game.
