I have no idea, but involves some man performing a drive-by with a skateboard

It's from Observe and Report with Seth Rogen.

I liked it a lot cause it's such an unpolitical correct movie.

He's a security guard at this mall and him and his colleague go on a rampage where they open a can of whoop-ass on the skateboarders in the parking lot. When one of them tries to escape, they do this drive-by in their golf cart lol.
