If you take a look at the .rar file for the track it might help you find where you are looking:

So you can see the files are expecting to go into content/tracks/spa/spa_osrw, so you need to extract the rar into the foler in which content exists, which IIRC is the program root directory. After that, check that
content/tracks/spa/spa_osrw exists
Alternatively, install content manager and drag and drop the rar file onto it
