Yeah, if you join the channel you'll start hearing others. It's not mandatory to speak, but you should be there so that you can hear race announcements, flags, etc.
is it gp or gt layout?
GP GT. In game it's called "Nurburgring - GP (GT) OSRW" (as opposed to formula chicane).
Practice server should be up soon so you can double check there
