I am sorry I do not fully understand your post ...I have just entered the practice server #17 with no problems? the only thing I did notice is damage is on the default of 50% ..I will reduce this on the race server.

at home and change the Damage to 0 %.

Sorry but damage will not be changed to 0%, it will remain as is on Practice server, on race server it will be 10%

I think it is, but to get speed out of the 650, you really have to trim wing out of it and do a lot of suspension work to make it workable, but it can be done.
