You finished sixth in the championship and even won one race so you are regarded as a high-midfield team. Good teams make bad cars from time to time.

Well @TTupsi is right. In fact this season the ratings of everyone were quite the same. You didn't have a good car but great drivers. Today your ratings are bad.. but you're still close to some other teams. If you spent what you have in bank you won't have the second slowest car for sure. And you also have very good drivers..
Like I said before, Tiers now are more like a "prestige" thing. It helps for signing drivers and Sponsors expect more from you. And as TTupsi said, Tiers are determined by the last year standings.

I had the unpleasant experience of this in 1978. Arrows was tier 3, the worst car and second worst driver lineup we had. You can see for yourself how far off tier 3 we finished
