I think it looks pretty sick! That's just looks though, who knows how it would preform in a real test. If it worked out alright though, I'd be all for it. I think it looks a lot like what Manolis Sigoulakis said.
Use them as dry mills for the laundry of the entite F1 crew?The increase in mechanical grip and the reduction in aero influenced grip would mean less impact of dirty air and so more and better overtaking.
The tyres playing more of a role would mean that dynamically over a stint the tyre performance would impact lap time too so there would be some interesting tactical calls.
Only thing is what will they do with all those wind tunnels?
