The Monaco Automobile club only wanted to allow 16 cars into the race (as opposed to 26 at other tracks), and the FOCA, led by Bernie, wanted to raise that number and eventually got its way.

Spot On! Although the compromise was 24, so only 2 less than FOCA wanted. I'd say that was a win for FOCA

Jackie Stewart, after crashing at Spa and being upside down in his car covered in leaking fuel for over half an hour, he realised he needed a wrench in his car so he could remove the steering wheel in tight spots and get out of the car.

I think I clicked on the forum at just the right time

Also, Jackie Stewart pushed for removable steering wheels and being able to get out of the car within 5 seconds, all stemming from that incident. I read a lot of books.

Not ever finishing in a GP would severely complicate podium achieving process.

Guy's look very carefully at: "without ever finishing", this guy never saw the finish flag. Just to make it clear.

Does the driver have to have started the grand prix or is it enough if he participated in the race weekend but did not qualify?

Yes, he did start in a Grand Prix's, but he failed to finish.
Another thing to make clear - it is about race starts and failures to finish, not the race weekend appearances.
