Hello! I'm playing with an i3-9100, GeForce GT730 and 8GB RAM. I get 30-35 FPS in game, depending on the circuit, and I have them capped. Most of the extensions in CSP will eat your RAM, I only have: General Settings, Colourful Shadowing, GUI, Lighting FX (only for dark weather races), Loading Screen, Taskbar and Windscreen FX. Those are the ones that consume less RAM, the rest of the graphical options (ALL OF THEM) will hit your FPS, the lighter ones are Brake Disc FX and Tyres FX, but you'll barely see them outside of screenshot mode.
Deactivate ALL the Post-Processing effects. They voraciously eat your RAM. And reduce the Rendering Distance in the Reflections section of the AC video options (not CSP), I usually have it between 350/450 m. There isn't a notable visual difference from what I've seen, but I got 3-5 extra FPS from reducing that.
When I take screenshots my game runs at 10 FPS, but that's because I want to. If I have to race I turn the graphics to the lowest configuration possible.
OH, and another thing: Take on account that taking screenshots is not the same as racing. You can save multiple configuration presets on CSP and change them before entering the game, I recommend you to have at least two low/medium graphic presets for racing and one high graphic preset for screenshots.
