how do get started in skinning so that you may think about entering the contest like this.

You've posted this in the Screenshot competition, but by the sound of it, you meant the car skinning competition. I've replied with that as my assumption.

This should be your first read: http://forum.racedepartment.com/tutorials-renders/4276-skinning-tutorial.html to give you an idea of what's involved.

Next, if you don't have Photoshop / Paintshop, you'll probably need to get yourself either the GIMP GIMP - Downloads or Paint.Net Paint.NET - Download to actually do the painting work.
