The cars are heavier and therefore theoretically slower. But in F1 2021, driver AI makes the biggest difference.
I would try it first with the same difficulty.

I could. But it's actually just a performance mod. Here at RaceDepartment there are already mods for more tire wear and sparks. With Modular Mods you could combine these mods with my mod.
