Extract the file to Steam/steamapps/common/assettocorsa/content/tracks.
Note1: final download file includes FULL, OUTER, EAST and WEST (all) layout camera files. enjoy.
Note2: if you're adding more cameras - then rename files before placing in tracks' data-folder. example: rename to cameras_X.ini and so forth (X represents the camera number).
