Adjusted settings to emulate the actual game more.

As the title says, I again adjusted some parameters for it to behave more like the GT5 interior cam. The previous edit, through careful observation, looked a bit too stiff and static. This will feel more natural and more accurate to the actual game of Gran Turismo 5.

GT5-like Neck FX

Completely overhauled the .ini file for easier installation and for it to not change other extensions. Also adjusted some other settings in the NeckFX settings for it to be more like the actual game.

Turned it into an actual .ini file for easy installation.

Rookie mistake. I uploaded the Neck FX preset as a .txt file instead as a .ini file. Sorry for inconveinence.
