The zip only contains effectsetup_v2.xml file
Is there an application I need to install?

My issue is my low end for my break peddle needs adjusting. I used to use a program (a couple years ago) that looked very similar to this. Any assistance you can give would be appreciated.

I am not exactly sure what your asking but I am assuming you want to change the travel on your break pedal?

If so this might help.
Once you've done that per car you can than dial it in, in game using the the brake force slider in the controll menu.
