Im completely new to this and have no idea how to download the mod. Help please

If you click on the mod in the upper right you should see "download". Just click on that and the mod will be in your downloads folder. Now you need to open the F1 23 game folder by opening Steam and clicking on "manage" which is located on the right when you select the game. Select browse local files and copy the mod you downloaded into the F1 23 folder. A window should appear which says "replace the files in the destination". Click on that and the mod should be installed. Hope I made it clear and could help you

just saw this is a rar file, you can extract the content by using "WinRAR" or similar programs.
