It's for YOUR safety.
The safety car speed can't be adjusted in the PLR or Multiplayer file. To adjust the safety car speed it requires a custom RFM file. Even there it isn't adjustable by default.
But by adding a line "FormationSpeedKPH = 100" in the RFM file and using this, works. But if you don't mind i'll keep it default 80KPH.
