Unable to become a premium memeber

When I click to upgrade, I'm getting a "403-Forbidden" error on the page.

We've been seeing intermittent issues with the PayPal system on RD for a while now, and I don't think we have ever really identified the root cause. It may have cleared by now, if you retry it?
