I might have experienced the same issue when I updated csp to 0.2.3p11. If you use traffic mod from 2 real you have to download his traffic app. Let me know if that was the problem.

The problem is not from this download but from the traffic mod in general. There is a fix but it is from another download, a traffic mod from user "mnba" involving lua scripts.

Yes unfortunately that version broke traffic for me as well, but it is fixed and working with the traffic planner app made by 2real. Hopefully the new CSP 0.2.5 fixes it.
