I did follow the instructions, and placed the logo.png file into my E:\Steam\steamapps\common\assettocorsa\content\tracks\alps\ui\ folder and it's not working

Maybe because:
- you forgot to delete the part after logo. Like logo_alps.dds will not work, it needs to be logo.dds.
- you placed the logo.dds in only one of the layouts. It needs to be present in all layouts.

if, after that, you still don't see them, I can’t help.
