Btw the question "is this a mod or a skin" does not even make sense. A skin mod literally is a mod, just as a car mod is a mod. "Is this a car or a skin" would make sense.

Oh and the answer is: it's a mod and it's a skin. You can get the skin mod by pressing the DOWNLOAD button on Overview page. But you need the actual car mod from somewhere else
