Throttle don't work at all

With some cars the speedometer keeps in 1000rpm and don't move anymore, is not problem with the hardware because this problem remains only in some cars. I tried to reinstall the mods and the game, make a new setup for the car and controls but nothing works, I had this problem for months and I don't know what to do.
