At the bottom of the forums you have the link, otherwise its right here
No it is not just for premium, though they have more access. You need to go through a few steps - mainly to approve you are not a bot

To verify as i was asked, you can also simply submit them in this thread. There is some nice ones on discord, but you dont have to be on discord to be able to submit
