PnG3 wint install. What does this error mean

I didn't the anniversary patch and have admin privileges. I don't understand why is this such a mess to go. Why can't I just get the cars on a zip file and drag and drop them?

Has a config.ini been created?, if not run the gtr2 config as admin to create one and try running the p&g installer again (as admin).

Yea it was there. I've tried every which way I can. I deleted everything and just looking for a video with a full step by step for steam version set up

Shouldn't the path be more like C:\Users\****\Documents\GTR2?, rather than the onedrive/documents it's just basically saying it can't find the file to open it.

You could also try copying config.ini to your GTR2 install folder as this seems to be the original location.
