La Vall Street Circuit 1.6 Track Skins - Re-worked the track surface and barriers.

I have completely re-worked the track surface including the pitlane and added concrete barriers throughout the track as well as removed a lot of the wall banners as they were a bit distracting. For those who only want the new track surface just delete the new fence barriers and the original banners will load. I think it looks and feels like a street circuit should, hope you like it.
