No upload/update button for a resource?

Hi all,
I was just trying to update my track resource for rf2 with V1.2 but for some reason I can't see any update button (which I'm sure there was last time)?
Any ideas?

Are you not getting the button when you select the "OVERVIEW" info?
See pic below. If not, please post a pic to help us work out what might be going on

Ah yeah, that's what it was like before but now I only have the bookmark. Here's what I get:

No idea what's causing it. I thought it could be an adblock issue but I've turned that off and it's still the same.
Any help would be great.
