New steering wheel ui - Updated steering wheel icon in the ac start menu

The steering wheel button looks quite ugly in default ac, so I updated it with a design based on the porsche 911 gt3 racecars.

For the best assetto gui, make sure you turned on the csp "new ui" option in Content manager settings / csp /GUI, and also Kostakop_'s ACGUI new ui mod.
