New AI for Milwaukee Mile - Much faster

Improved AI for the oval layout of aa_milwaukee. AI times are much improved over stock. Tested with the VRC NA 2021 with aggression at 25%.

Also includes new AI hints. Does not change pit lane or sidelines.

Not perfect, but serviceable.
